With reference to your despatch

No. 515 (F 3492/60/10) of the 18th June I

have the honour to transit herewith a com

of a note from the Aeting Secretary of State in regard to the export of arms to China from

which it will be observed that the United

States Government are prepared to adhere provisimally to the procedure outlined in your despatah No. 172 (F.1433/60/10) of the 6th Karah. Mr. Phillips enquires from what date this new procedure should be put into force,

The note also refers to certain questions

regarding the consignment of amas to lacao and

the shipments of arms from Belgium and Switzerland. I should be grateful if I might be informed in due course what reply I should send to the enquiries

made about all these matters.
